ColoCrossing现在发ticket是要收费的意思？

以前我好像发过TICKET，下面好像也没有这个提示。

提交TICKET时的提示：
I have read and understand the terms and conditions set forth in the ColoCrossing Terms of Service.
I understand that I am authorized to make this request, and that it may impact my billing.
The service rate is $125 per hour, billed in 15 minute increments, unless otherwise stated in your contract.

这个意思是只要发TICKET就要收125刀？

一般好像是，机器硬件相关问题不收费，其他的技术问题好像要收服务费
